Safety management in confined spaces at a wastewater network cleaning company: Case study

Synopsis

Interventions in confined spaces in the sanitation sector constitute high-risk activities, associated with potential exposure to lethal atmospheres, pathogenic biological agents, and highly complex rescue operations. Objectives: Case study of a company specializing in cleaning and unclogging sanitary sewer systems using vacuum trucks, analyzing safety management of these operations, identifying critical hazards, and evaluating the effectiveness of the preventive and protective measures adopted. Methodology: Qualitative case study approach, based on the documentary analysis of the Occupational Risk Assessment and the Work Instruction IT 09 - Safety in Confined Spaces, both developed by the authors for the organization. The risk was quantified using the Degree of Hazard. Results: Run-over and exposure to oxygen-deficient atmospheres were identified as critical risks. It was found that the rigorous application of Work Permits, atmospheric monitoring at three levels (top, middle, and bottom), forced ventilation, and prohibition of entry when O₂ < 20.5% are crucial measures. Conclusions: The systematization of risk assessment and strict adherence to technical procedures are essential to prevent serious accidents and mitigate improvised rescue attempts.
