OHSMS Proposal according to NP ISO 45001:2019 integrated into a QMS in a metalwork SME

Synopsis

The metallurgical sector presents high occupational risk levels, requiring structured management systems to reduce accidents and improve working conditions. Objectives: To develop a proposal for an Occupational Health and Safety Management System (OHSMS) according to NP ISO 45001:2019, integrated into an existing Quality Management System (QMS) in a Portuguese metalwork SME. Methodology: An action-research methodology was applied, including a normative checklist (72 requirements, two applications), a validated worker consultation questionnaire (21 OSH questions + 8 facility questions), occupational risk assessment by workstation (Matrix Method), and direct observation of working conditions. Results: The initial diagnosis identified 63 non-conformities (1% compliance). Risk assessment identified 56 risks, 20 moderate (level II) and 36 low (level III). After developing 12 documented procedures and 16 records integrated into the existing QMS, compliance increased to 72%, with 0 non-conformities. Conclusions: Integrating NP ISO 45001:2019 into an existing QMS is feasible in metalwork SMEs and significantly improves preventive management. The proposed documentation base provides a replicable model for SMEs seeking to implement or certify an OHSMS.
